International Sail and Power Academy (ISPA) is dedicated to the training of both sailboat and power boat operators both ashore and on the water, with the emphasis on excellence in the safe-handling and skillful use of pleasure craft. We also maintain a continuous dialogue with Canadian and US marine safety agencies with representatives on regional and international advisory councils to ensure:

  • the course curriculum is continually updated with current information,
  • the certification program is maintained and improved,
  • delivery of the safest and highest quality instruction,
  • pleasure boat operators are well represented.

Learn to sail a boat, operate a power boat or navigate. Vancouver Island Based.

The International Sail and Power Academy (ISPA) syllabus has since 1994 provided a range of International Certificate of Competency certificates from Competent Crew up to and including Yachtmaster Offshore, and Instructor courses from Day Skipper Instructors up to and including Instructor Evaluator Ocean. This comprehensive program presented in a building block system is flexible, practical and emphasizes a hands-on approach, allowing you to learn at your own pace.

The International logbook is provided to record personal standards achieved within the “International Certificate of Competency” program, for pleasure craft up to 24 meters, allowing Schools, Charter Boat and delivery companies to ascertain your level of ability.

To achieve ISPA certification, Schools, Instructors and Instructor Evaluators, are required to exhibit a combination of excellence, achievement and experience, and be registered with ISPA annually.

The International Sail and Power Academy (ISPA). provides an approved national course for the National Association of State Boating Law Administrators (USA). By special agreement with the USCG, courses approved by NASBLA are also “Recognized by the United States Coast Guard as acceptable to the National Recreational Boating Safety Program.
