ISPA RECOMMENDED SAILING SCHOOLS
 
ISPA takes its role in recommending Sailing Schools to students very seriously.
The following requirements are mandatory to ensure that ISPA Schools maintain the high standards of professionalism required to guarantee delivery of the ISPA syllabus:
 
ISPA RECOMMENDED SCHOOLS
Requirements
Place of Business
There must be a permanent, physical address where a member of the general public or ISPA can go to meet the school management,
[or in the case of the ISPA, to view the school’s records or vessels]


Business License
1.   A Recommended School is required to hold a valid business license in each jurisdiction in which it maintains an office.
2.   The business license/s must be available at the business address.
3.   ISPA will be provided with a copy of the business license/s on request.

School Liability InsuranceThe Recommended School should provide liability insurance, which provides a minimum of $1,000,000 (one million) insurance coverage for personal injury claims.
Hull insurance for vessels should have additional cover for instruction.
Instructors are covered through ISPA for third party personal injury liability
Schools are specifically requested to require instructors to produce their current ISPA, annual, wallet card as proof of insurance prior to teaching an ISPA course.
 
ISPA Teaching Standards and Certification

1.   Recommended Schools are monitored regularly and must uphold, and be seen to uphold, the ISPA standards.
2.   All schools, upon application to become, or after being officially designated as a “Recommended School,” grant ISPA the right, upon receipt of 21 days written notice, the right to inspect the school for the purpose of assessing the school’s ability to fulfill its’ role and an ISPA “Recommended School.”
3.   Recommended Schools guarantee delivery of the complete syllabus.
4.   Schools acknowledge that if the standards are not achieved for certification, the certifying Instructor cannot certify the candidate.
5.   All Recommended School Instructors teaching and/or certifying to ISPA standards must be ISPA certified.
6.   Recommended Schools are required to:
·    participate in the program of “continual improvement” by seeking to make recommendations for the betterment of the syllabus, methods of delivery and certification standards.
·    maintain candidate records for a minimum of three years.
·    require instructors to produce their current ISPA, annual, wallet card as proof of certification prior to teaching an ISPA course. 

Legal Requirements.
1.   Recommended Schools are required to meet all of the requirements of the regulatory bodies having jurisdiction within the area in which the school operates.
2.   All regulatory agency safety equipment requirements must be met.
3.   All additional ISPA equipment requirements must be met.
In Canada and U.S.A.
1.   The annual Coast Guard Auxiliary Courtesy Examination is mandatory for ISPA Recommended School vessels.
2.   The Recommended Schools must hold proof of this examination for all vessels being used for the teaching and certification of ISPA standards.
3.   The examination certificate must be made available, if requested, to ISPA representatives, I.E. s, Instructors or candidates.
 
Other Requirements

·    Upon designation as a new Recommended School, ISPA will meet with the school to review the whole program and clarify any questions related to the standards or delivery of the syllabus.
·    Complaints directed at a recommended school, or its instructors, should be resolved between the school, the instructor, and the complainant when possible.
·    Unresolved complaints may be handled by ISPA via the “Complaints Procedure.”
